I can think of nudity I wouldn’t endorse at all. The obvious example would be if the naked person really was forced into that situation against their will. Also, hidden cameras are bad if they really are hidden and the people in the photos really know nothing about what’s going on.

Back to the photo, @lubricious and @susan make interesting points about exhibitionism. If she was my wife or a friend, so someone I knew well, I’d know already if they were exposing themselves on purpose and I’d go along with the game.  Same the other way – if I knew this wasn’t what they wanted, I’d discretely tell them. For relative strangers, I’d probably hope there was someone there who knew them well enough to judge what to do but, to be honest, I think I’d keep quiet and enjoy the view if I hardly knew her or she was a stranger.
