Yes, that did strike me too. Has she got her daughter a job as a nude bunny girl? Is there some family tradition of being presented naked on a special birthday? Hopefully the dressed woman is an older friend who is making sure the naked one completes a dare, but I agree that proud mother and an embarrassed daughter is a definite possibility.
I saw a video online (I wish I could find it again to illustrate my point) where a male who was celebrating an 18th or 21st birthday or whatever was stripped completely naked by the “stripper” who kept most of her own clothes on herself. The audience was quite large and all ages, so believably a family event, so it was weird. It was filmed from behind him as he stood facing the audience so it wasn’t especially pornographic, which added to the realism.
