Is a painted naked body still naked?

I was actually going to raise this issue in a novel that I hope to start writing tonight about a world where some people are allergic to clothing and to try and cope with that they decide to paint clothing on their body, but one little rainstorm shows them that no, paint is certainly not the same as wearing clothes! And if you get close enough to a person who just paints their clothing on you can realize that they are naked pretty easily on close examination.
