I’m not sure if this guy was ever convicted of Outraging Public Decency contrary to common law. There’s also section 66 of the Sexual Offences Act (2003) https://www.legislation.gov.uk/ukpga/2003/42/section/66 but that would need you to cause alarm or distress

(b)he intends that someone will see them and be caused alarm or distress.
