Updated community rules.

I have updated the community rules to take into account recent discussions. Mostly I would draw your attention to Rule #2, but several of the other rules have been clarified to make everything easier to understand.

I am so pleased that after all this time, the community still only has 16 rules. I was worried we’d have more like 40-50 rules by now.
