I suspect we can blame sloppy and sensational journalists for that.
AI takes most of its input from scouring web pages, including newspaper sites which often prefer sensational headlines to truth.
So, AI will see many images of topless women where headlines have misdescribed her as naked. It will also see images of men and women who, although when photographed were truly naked, have subsequently had their genitals pixelated or obscured in other ways because newspapers and web sites do not properly distinguish between nudity and pornography.
It would be a mammoth task, but unless somebody manually eliminates all part-clothed and pixellated images from the training data before letting AI see it, it’s understandable that AI is going to misunderstand words like naked and will draw unrealistic genitals
